About Baibha Gram Panchayat

Baibha (बैबहा) is a village-level local government (Gram Panchayat) in Mitauli block, Lakhimpur Kheri district of Uttar Pradesh. For land and revenue matters it falls in Mitauli tehsil, and the district belongs to the Lucknow Division. The official LGD code of this panchayat is 73527.

The panchayat consists of a single revenue village, Baibha, so the Gram Sabha here is made up of all registered voters of that village.

From Lakhimpur Kheri headquarters, Baibha is approximately 55 km away in the west direction. Baibha is about 15 km north-west of the centre of Mitauli block. For rail travel, Lakhnauria station (around 20 km away) is the closest.

Within Mitauli block there are 91 gram panchayats (and 1,168 across Lakhimpur Kheri district); Baibha is one of them. Its voters elect their MLA from the Mohammdi assembly constituency and its MP from the Dhaurahra Lok Sabha constituency.

This page brings together everything a resident or visitor of Baibha usually needs: who the Gram Pradhan, MLA and MP are, which villages make up the panchayat, where the polling booths and nearby facilities are, which welfare schemes apply, and how to get documents such as family register copies, income or caste certificates.

As in most of rural Uttar Pradesh, farming, wheat in the Rabi season and paddy in the Kharif season, depending on the area, along with dairy and wage work under MGNREGA, is the main source of livelihood around Baibha. Households can get a MGNREGA job card from the gram panchayat for up to 100 days of paid work a year, and farmers can register for PM-KISAN and Kisan Credit Cards through the block agriculture office or a Common Service Centre.

Administration

Under the Uttar Pradesh Panchayat Raj Act, 1947, Baibha is run by its elected Gram Pradhan together with the Up-Pradhan and the members of each ward. The Gram Sabha of all adult voters approves the annual plan and the list of scheme beneficiaries, while the Panchayat Secretary (Gram Panchayat Adhikari) assigned by the Mitauli block office keeps the Parivar Register (family register), the accounts and the birth-death register.

Every gram panchayat in Uttar Pradesh is required to form 6 committees: Planning and Development Committee (chaired by the Pradhan), Education Committee, Construction Works Committee, Health and Welfare Committee, Administrative Committee and Water Management Committee. The Gram Sabha must meet at least twice a year (after the Kharif and Rabi harvests) to review the accounts and approve the Gram Panchayat Development Plan (GPDP), which is then uploaded on the eGramSwaraj portal.
