About Khaiya Gram Panchayat

Khaiya (खैइंया) is a village-level local government (Gram Panchayat) in Phoolbehar block, Lakhimpur Kheri district of Uttar Pradesh. For land and revenue matters it falls in Lakhimpur tehsil, and the district belongs to the Lucknow Division. The official LGD code of this panchayat is 73982.

The panchayat consists of a single revenue village, Khaiya, so the Gram Sabha here is made up of all registered voters of that village.

Khaiya is located roughly 14 km north-east of the Lakhimpur Kheri headquarters (straight-line distance). Khaiya is about 12 km east of the centre of Phoolbehar block. For rail travel, Lakhimpur station (around 14 km away) is the closest.

Within Phoolbehar block there are 73 gram panchayats (and 1,168 across Lakhimpur Kheri district); Khaiya is one of them. Its voters elect their MLA from the Sri Nagar assembly constituency and its MP from the Kheri Lok Sabha constituency.

This page brings together everything a resident or visitor of Khaiya usually needs: who the Gram Pradhan, MLA and MP are, which villages make up the panchayat, where the polling booths and nearby facilities are, which welfare schemes apply, and how to get documents such as family register copies, income or caste certificates.

As in most of rural Uttar Pradesh, farming, wheat in the Rabi season and paddy in the Kharif season, depending on the area, along with dairy and wage work under MGNREGA, is the main source of livelihood around Khaiya. Households can get a MGNREGA job card from the gram panchayat for up to 100 days of paid work a year, and farmers can register for PM-KISAN and Kisan Credit Cards through the block agriculture office or a Common Service Centre.

Administration

Under the Uttar Pradesh Panchayat Raj Act, 1947, Khaiya is run by its elected Gram Pradhan together with the Up-Pradhan and the members of each ward. The Gram Sabha of all adult voters approves the annual plan and the list of scheme beneficiaries, while the Panchayat Secretary (Gram Panchayat Adhikari) assigned by the Phoolbehar block office keeps the Parivar Register (family register), the accounts and the birth-death register.

Every gram panchayat in Uttar Pradesh is required to form 6 committees: Planning and Development Committee (chaired by the Pradhan), Education Committee, Construction Works Committee, Health and Welfare Committee, Administrative Committee and Water Management Committee. The Gram Sabha must meet at least twice a year (after the Kharif and Rabi harvests) to review the accounts and approve the Gram Panchayat Development Plan (GPDP), which is then uploaded on the eGramSwaraj portal.
